Mortgage Rates Inch Higher, Could Climb More

Mortgage rates moved slightly higher this past week, and there is a good chance they could continue climbing over the next week.

In its Primary Mortgage Market Survey for the week ended April 30, Freddie Mac reported the average 30-year fixed rate at 3.68 percent.

Thirty-year rates were little changed from the week ended April 23, when the average was 3.65 percent. But there has been substantial improvement from the same week in 2014, when the average was 4.29 percent.

AMC Rule Finalized

Minimum state requirements for appraisal management companies have been outlined in a rule that has been finalized by federal regulators.

The Dodd-Frank Wall Street Reform and Consumer Protection Act of 2010 amended Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989.

The amendments prohibit the use of an AMC on federally related transactions in states with no AMC regulation in place.

$1.2 Billion in GSE MSRs On the Market

Mortgage servicing rights on nearly $1.2 billion in government-sponsored enterprise home loans have just hit the market.

The first of two portfolios, which were announced on Thursday, includes MSRs on roughly 3,827 loans for $979 million.

Ninety-three percent of the residential loans are fixed rate, while 99.9 percent of the mortgages are in first-lien position.

RESPA Violations Result in Settlements

More players have settled in a case involving alleged illegal kickbacks for referring borrowers to title insurance companies.

In January, Wells Fargo Bank, N.A., and JPMorgan Chase Bank, N.A., agreed to settle allegations by the Consumer Financial Protection Bureau of illegal kickbacks.

According to the CFPB, loan originators at the pair of banks and other mortgage firms referred business to the now-defunct Genuine Title LLC in exchange for cash, marketing materials and consumer information.

New Business Retreats at Radian

Radian Guaranty Inc. reported that quarterly business declined from the previous period. But insurance in force moved higher, and delinquency moved lower.

Radian wrote 6 percent more in primary new insurance during the first three months of 2015 than it did in the fourth-quarter 2014.

The Philadelphia-based mortgage insurance company revealed the operational results, as well as other financial metrics, in its first-quarter earnings report.

Alaska USA Lending Retreats, Servicing Rises
